ADMISSION OF FOREIGNERS AND STATELESS PERSONS
1. Admission of foreigners and stateless persons (hereinafter – foreigners) is carried out in accordance with the Laws of Ukraine “On Higher Education”, “On the legal status of foreigners and stateless persons”, “On Ukrainians abroad”, “On refugees and persons in need of additional or temporary protection”, Decree of the President of Ukraine No. 271 “On measures for the development of economic cooperation of regions of Ukraine with adjacent regions of the Republic of Belarus and administrative-territorial units of the Republic of Moldova” dated June 3, 1994, Resolutions of the Cabinet of Ministers of Ukraine No. 136 “On training of foreign citizens in Ukraine” dated February 26, 1993, No. 684 “Some issues of enrolment of foreigners and stateless persons for training” dated September 11, 2013, the Order of the Ministry of Education and Science of Ukraine No. 1541 “Some issues of enrolment of foreigners and stateless persons for training (internship)” dated November 1, 2013, registered in the Ministry of Justice of Ukraine on November 25, 2013 No. 2004/24536 (as amended by the Order of the Ministry of Education and Science of Ukraine No. 1272 dated December 11, 2015).
2. TNMU accepts foreigners who have received a master’s degree (educational qualification degree of a specialist) in the relevant medical field for full-time (full-time, evening) and distance learning for training for the PhD degree in the specialties 222 Medicine, 223 Nursing.
3. Foreigners take training at the expense of individuals and/or legal entities, unless otherwise provided by international treaties of Ukraine, the consent to be bound of which has been approved by the Verkhovna Rada of Ukraine, legislation or agreements between the institutions of higher education on international academic mobility. Foreigners, who have a permanent residence permit in Ukraine, have the right to participate in the competition for places at the expense of the state budget on a par with domestic entrants.
4. Submission of applications and documents from foreigners, entrance examinations and enrolment are carried out during the year on the basis of the decision of the Admissions Committee.
5. To enter the post-graduate course, foreigners personally submit the following documents in paper form to the Admissions Committee:
1) Application;
2) Questionnaire of the established sample;
3) A copy of the document on education, on the previously obtained master’s (specialist) degree (diploma) and grades in academic disciplines (scores) (diploma supplement) with the acquired specialty (qualification) specified;
4) A copy of an identity document and citizenship certified in accordance with the legislation of the country of issuance and duly legalized, unless otherwise provided by international treaties of Ukraine;
5) A copy of the birth certificate certified in accordance with the legislation of the country of issue and duly legalized, unless otherwise provided by international treaties of Ukraine;
6) Document on the absence of HIV infection, unless otherwise provided by international treaties of Ukraine;
7) Medical health certificate certified by the official healthcare authority of the country which the foreigner came from and issued no later than two months before leaving for study in Ukraine, certified in accordance with the laws of the country of issue and duly legalized, unless otherwise provided by international treaties of Ukraine;
8) Insurance policy for emergency medical care (except for foreigners who have arrived from countries with which agreements on free emergency medical care is concluded);
9) A copy of the birth certificate certified in accordance with the legislation of the country of issue and duly legalized, unless otherwise provided by international treaties of Ukraine;
10) A copy of the employment record book (if available);
11) International Foreign Language Certificate (if available);
12) Scientific paper (20-25 pages) (report, abstract, research proposal, project) in the specialty chosen;
13) List of published scientific works and inventions (if available), duly certified, and their prints (not theses) in a professional publication;
14) Recommendation of the Academic Board of the institution of higher education (if available);
15) Recommendation Letter(s) (from a potential employer and/or scientist interested in scientific cooperation with the entrant in the event of their admission to post-graduate course at TNMU);
16) 6 photographs (60x40 mm);
17) Return ticket (with an open return date for up to one year).
All copies of documents are certified with the seal of the Admissions Committee.
Education certificates must be certified in the country of issue in the manner officially used in that country for such certification, and legalized by the relevant foreign institution of Ukraine, unless otherwise provided by international treaties of Ukraine, and submitted with notarized translations into Ukrainian.
According to the “Procedure for recognition of higher education degrees obtained in foreign institutions of higher education” approved by the Order of the Ministry of Education and Science of Ukraine No. 504 dated May 05, 2015, documents on education received abroad must pass the procedure of recognition of educational degree.
6. Foreigners enrolling for academic mobility programs also submit documents required by international programs and/or agreements under which academic mobility is implemented.
7. The main stage of applications and documents submission, entrance examinations and enrolment takes place simultaneously with domestic entrants. Applications are accepted during the year for vacancies of the licensed amount.
8. Programs of entrance examinations, assessment criteria, order for establishment of competitive score meet the requirements for domestic students.
9. The applications and documents may be submitted, entrance examinations may be passed only once within one competitive selection.
